CII promoted the concept of Centres of Excellence in order to provide specialised services to industry and society.

The CII-Suresh Neotia Centre of Excellence for Leadership could organize management development programmes for public administrators which would typically address the following areas:

     

  1. Change management for public administrators and government departments
  2. Monitoring, control and management of state owned undertakings
  3. Management of public private partnerships and projects including contractual and legal aspects
  4. Plan budget and execution
  5. Management of unions
  6. Negotiation and consensus building
  7. Environment management
  8. IT infrastructure
  9. Management of infrastructure                   
  10. Leadership and team building
  11. Evaluation & monitoring of projects / programmes  
Methodology :
We envisage that the training can take the form of management development programmes of a specified duration; say 5 days or even longer duration programmes upto 3 to 6 months which may be in modular form. The duration would depend on how much content the concerned State Government is prepared to impart to its employees. Perhaps the best approach could be to cover an entire Department, or area of activity. All programmes conducted would be customized to meet the requirements of the client both in terms of content, as well as faculty.

CII would be in a position to undertake such programmes in association with faculty from Industry, the Indian Institutes of Management, the IITs and from its other Centres of Excellence.

Expected Outcomes:
  1. Participants are expected to develop a clearer understanding of modern management methods and processes and use these to address critical functional areas.
  2. Training would be provided to batches of participants in modular form allowing them to continue with their ongoing responsibilities with minimum disruption.
  3. Consultancy services can be provided to address long-term issues including structural change and implementation of methods and processes.

district Administration
The CII-Suresh Neotia Centre of Excellence for Leadership would also be in a position to organize training programmes for district administrators who constitute the first level of administration in a State. The training programmes are envisaged to impart training in a wide range of areas which have practical relevance to administration of districts and help district level administrators to develop skills for example to build consensus for management of local infrastructure, evaluation, planning and monitoring projects and rural enterprises etc.
  The areas, which could be covered in such programmes, are as follows:
  • Change management for district administrators
  • Management of public private partnerships
  • Plan budget and execution
  • Negotiation and consensus building
  • Environment management                       
  • Infrastructure management
  • Leadership and team building
  • Management of panchayats
  • Evaluation and monitoring of rural enterprises/programmes  
  • Role of NGOs in the development process
  • De-centralised governance and local administration

  • Management of cooperatives
Methodology:
CII would be in a position to organize training programmes in modular form which would be customized to meet requirements.
These programmes would be conducted at the district headquarters to facilitate participation of administrators at various levels.

Expected Outcomes:
  1. Participants would be exposed to methods and processes that can be implemented by them in their responsibility areas.
  2. They would also be trained to manage external relations like consensus management, compensation & benefit management, which are often areas of concern at the district level.
  3. They would also be exposed to methods and processes for managing district level infrastructure and organizations like panchayats, cooperatives, rural enterprises etc.

Forthcoming events
Many State Governments have in recent years embarked on programmes to restructure and revamp State owned undertakings. West Bengal is a good example where initiatives relating to some specific units are being undertaken; for example with financial support from DFID. The CII-Suresh Neotia Centre of Excellence for Leadership is in a position to provide long-term technical support and consultancy to state government units at a moderate cost using some of the best faculty available in the country. This can be achieved through a variety of management development programmes supported by long-term consultancy.

Methodology :
Training would be provided in modular form to ensure flexibility and participation of employees at all levels including frontline managers at the shop-floor level. Long-term consultancy is available to support change management and address functional areas and issues.
